Perhaps on the vote page there could be a clause clearly defining that vote abusing includes voting with a second account, so that newcomers can understand and acknowledge that this isn't allowed on the server. It'll also save you mods from having to deal with people like me saying we didn't know it was against the rules.
I don't know how hard this would be to code, but perhaps in the registration page there could be a checkbox that lets a player mark a new account as a second account, thus automatically putting the second account check on it, barring it from being able to vote. If you find later that they did not check the "second account" box on registration or let the GMs know that they have a second account, AND voted with both accounts, then it'd be more apparent that they're deliberately out to abuse the system.
Also, both of these pages could link to the terms and conditions thread, citing the "Cheating" set of rules. I know in the registration page there is a link to the terms and conditions thread, but it is basically invisible and most new players will totally overlook it. I didn't even know the words "Terms and Conditions" were hyperlinked until I rechecked it just now. Perhaps make the limit of 2 accounts per person its own rule in the "Cheating" list, as well as making it known on the registration page to clarify for those that never venture the forums.
