When I have a throwing-star with a level req higher than my level, it is still used up even though i'm not using that star. Better explained with these pictures: Before throwing. Notice how the blue box is on my steelys, not on the Hwabi.  After throwing. Notice how I'm throwing steelys, but 2 Hwabi stars are used up.  I have only tried Hwabi stars so far, and the same bug occurs when I'm putting Ilbi next to Hwabi too. |

I think it only occurs with Hwabi because on my assasin it works perfectly fine, I'm using Tabi's and Steely's.
Try using other 2 throwing stars like steels and beginner one (you can buy them in any potion shop).

This is the same case for bullets. But, to my experience (I might be wrong though), ones damage isn't increased even though the damage range is higher. Basically; You still have the damage of the star in the second inventory slot, so essentially (in this case), the Hwabi in your inventory is working like a "Substitute Steely"- which makes this bugg less "worrying" seeing as the substituted star is actually more expensive. Though: It is still a bugg nonetheless. I think it only occurs with Hwabi because on my assasin it works perfectly fine, I'm using Tabi's and Steely's. Try using other 2 throwing stars like steels and beginner one (you can buy them in any potion shop). The reason this doesn't work with Tobis, Steelys or Ilbis is because their level requirement is the same, but if you put a star that has a higher level requirement than your current level (such ass Hwabi, Cilbi or Balanced Fury) it will work. |

I can, theoretically, see how there might be a problem with the logic~ some check for the stars position (in order to reduce that star) probably has a check for the quantity but not necessarily for the level. In other words, the game sees that you've got stars in the first slot available so it 'uses' them as you thow, however there must be a check somewhere else for your level that would prevent you from actually using them.
I will add this task to the BugTracking ToDos, and will update with any progress.
